Two different rules get applied to this income. HUD treats a household paying more than 30% of its income on housing as cost-burdened, which puts the ceiling at $1,080 a month. Many landlords use a stricter screening rule — gross monthly income of at least three times the rent — which also caps rent at $1,200 on $3,600.
